Moekko
"Moe" is an ill-defined otaku term that means, amongst others, "cute", "huggable", "endearing". While it's sometimes used to describe an anime, it's more about a specific kind of person. Can also incorporate sexiness, to some. To others it invokes a Big Brother Instinct.
Moekkos are cute. This is usually the specific aim, even over sexiness. Moe girls are implicitly youthful, congregating to high school age and below. Adult females who qualify are almost always in their low twenties.
Moekkos are quirky, and rely on Costume Inertia, odd language, strange hobbies and the like to make them seem unique and noticeable. Occasionally, these traits are completely unrelated and seem a bit disjointed.
As might be guessed, Moe is not liked by everyone. Ones directly created as such are often disliked for being gimmicky, childish, and appealing to all the stereotypical desires of geeky fandom, including sexist or youth-obbsessive themes. Those who are seen to be insultingly obvious attempts at Moe with no redeeming value as a character are sometimes referred to disparagingly as "Moe-blobs".
A good male equivelent is the shota boy, and many otakusexual crossdressers.
They wear frilly, cute clothing; often loosely based in kawaii, meido or cosplay. They listen to j-pop, bubblegum, and anime music, and the idol industry lives off of moe.
